A state is live only on that state’s own ALPR statute or that state’s own named highway-occupancy instrument. A generic utility permit is not enough. Nothing here is copied from a neighbor.

occupancy listed, ALPR form not

Two questions: did someone approve the cameras, and who owns the dirt they sit on? Read the method. Third-party contract lists are leads until they are re-cited from the office that holds the file.

Live

Four live kinds, not one. Statute means this state’s ALPR law is on file; the occupancy form may still be missing. DOT instrument means a named highway form for ALPR is on file. Both means you can name the in-force file. Revocation instrument is Florida: General Use Permit plus EOM 26-01 — a revoked occupancy, not Utah’s in-force Special Use. A live card is not a permit in hand.

These have a named occupancy form. It is not an ALPR install spec. Empty is honest. Do not fill it in from another state.
