SOL 494-22-09 does not create an ALPR-named HOP; it states when ALPRs may occupy existing structures in PennDOT ROW.. SOL 494-22-09 (PennDOT Bureau of Operations, from PennDOT’s own HOP page): ALPRs may be attached to existing non-PennDOT structures in the ROW if the ALPR owner has the structure owner’s approval; PennDOT approval is not required if that existing structure is already permitted. ALPRs are not permitted on any PennDOT structures. Installation of new structures for ALPRs is not permitted. Attachment to traffic-signal structures still follows Pub. 191 § 7.3. PennDOT will not fund ALPRs. This is not Florida GUP, not Minnesota OLPA, not Utah Special Use.

Install process in this state

  1. Name the land owner. This pack is PennDOT State highway ROW under the State Highway Law and 67 Pa. Code Ch. 441/459. The Turnpike is another owner.
  2. This is not Florida’s General Use Permit, not Minnesota’s OLPA, and not Utah’s ALPRS Special Use.
  3. SOL 494-22-09: no new poles in PennDOT ROW for ALPR; no attachment to PennDOT structures. Attachment to an existing non-PennDOT structure in the ROW is allowed with that structure owner’s approval if the structure is already permitted — PennDOT says its own extra approval is then not required.
  4. Traffic-signal structures still follow Publication 191 § 7.3. A Highway Occupancy Permit (EPS) remains the occupancy instrument for work that needs one under Ch. 441/459.
  5. 2025 ALPR permitting bills are not packed law. No statewide ALPR retention statute was retrieved.
