Install process in this state

Highway owner, records law, and DT1553 are primary. No packed statewide ALPR statute and no ALPR-named WisDOT instrument. The PRB ALPR-reads series is a retention schedule, not an install path.

  1. This is state trunk highway right-of-way under WisDOT, not Florida’s State Highway System and not Minnesota trunk highway. Do not import FAC 14-20.010, MnDOT OLPA, or UDOT Special Use.
  2. No enacted Wisconsin ALPR chapter was retrieved. Wis. Stat. §§ 19.31–19.39 (Public Records Law) still apply to agency records; they are not an install permit. 2025 AB576 is a bill, not packed law.
  3. The May 2026 Public Records Board 395-TRANSPORTATION schedule (official PDF dated 5/8/2026) lists State Patrol RDA 00943000 Routine Automated License Plate Recognition (ALPR) Reads: mobile cameras on law-enforcement vehicles and stationary cameras at WisDOT-owned or operated locations; routine reads not needed for citations or arrests; EVT (date of creation) + 30 days and destroy. That is a records series, not a ROW install permit. Do not treat it as DT1553.
  4. On STH right-of-way, WisDOT’s utility-permits page allows surveillance and license plate reader cameras under the generic utility permit — Form DT1553. The form itself is not ALPR-named. Placement limits on that WisDOT page: cameras must not be installed on any WisDOT infrastructure (signs, traffic signals, lighting, etc.); in the highway median; or within the clear zone if on a separate pole.   5. File DT1553 with the transportation region office for the county if a utility permit is actually the path. Include plans, a location (plat) map, and evidence of other-agency coordination. A copy of the permit must be at the work site. Wis. Stat. § 86.07(2)(a) separately forbids disturbing a highway without a permit from the highway authority that maintains it.
  6. Connecting highways inside cities and villages may be locally permitted — verify the owner before filing with WisDOT. Kenosha city Flock encroachment agreements (e.g. Feb 2025 Public Safety & Welfare items with Flock Group, Inc. and Strawberry Creek HOA) are city records, not a WisDOT spec. Do not copy them here.
