47 O.S. § 7-606.1 — Uninsured Vehicle Enforcement Program. Creates the Uninsured Vehicle Enforcement Program, administered by district attorneys or the District Attorneys Council. Participating law enforcement agencies may use automatic license plate reader systems to collect data for investigation, detection, analysis, or enforcement of Oklahoma’s Compulsory Insurance Law, and may contract with ALPR providers. “Law enforcement agency” for the program is the district attorney of any county, the Department of Public Safety, any county sheriff, and chiefs of police of cities or towns with more than 100,000 residents. Program data may not be sold or shared except as the section authorizes, and — except data retained as evidence of a Compulsory Insurance Law violation — is exempt from the Open Records Act. The program does not prohibit other ALPR use by an individual or private legal entity for purposes not otherwise prohibited. The program is not an Oklahoma DOT right-of-way permit. NCSL’s “47-4-606.1” cite is wrong; the packed section is Title 47, § 7-606.1.   1. This is Oklahoma State Highway System ROW under 69 O.S. § 501, owned/maintained through the Oklahoma Department of Transportation and the Transportation Commission. It is not Florida’s State Highway System. Do not import FAC 14-20.010 or FDOT EOM 26-01.
  2. 47 O.S. § 7-606.1 is an insurance-enforcement program (Uninsured Vehicle Enforcement Program). It authorizes participating LE agencies to use ALPR for Compulsory Insurance Law work. It is not an ODOT right-of-way permit.
  3. Program ALPR data: do not sell; do not share except as § 7-606.1 authorizes; Open Records Act exemption except evidence of a Compulsory Insurance Law violation; delete or destroy when no longer needed as evidence.
  4. The ODOT forms page lists Utility Permit M-4 / M-4-a to place utilities in ODOT ROW. That listing does not name ALPR. Empty beats treating M-4 as the ALPR instrument.
  5. A 2024 bill (SB 1620) that would have let LE place ALPR on state/interstate highway ROW with an ODOT permit failed. Do not pack it as current law.
