- Public Act 26-14, § 13 (Substitute S.B. 397) — Automated license plate reader systems (use and retention of derived data). Section 13 is NEW in PA 26-14; a CGS section number is not assigned in the act. On and after 1 October 2026, no public agency or private vendor under contract with one may operate an ALPR system or use ALPR data except as listed: (A) public agencies — weigh-station duties; monitoring the agency’s own vehicles/equipment; secured-area access; traffic analytics; parking enforcement/fines; monitoring and securing state facilities; motor-vehicle tax compliance; (B) law-enforcement agencies — comparing data to a hotlist or internal hotlist addendum, COLLECT, FBI kidnapping/missing persons, CCJIS, the Federal Terrorist Screening Database, NCIC, or NCMEC, or entering a plate on a documented active investigation / warrant / missing or endangered person / stolen vehicle. Speed/red-light/school-bus cameras are carved out of the ALPR definition. Prohibited uses include immigration investigation or enforcement, investigating reproductive or gender-affirming care lawful in Connecticut, and using the system to monitor First Amendment / article first protected activity. Sharing into multistate networks requires a written compliance declaration. Real-time bulk/automatic access is forbidden except a documented case-specific request. Plate data are confidential and not FOIA public records; device locations (unless DHS-funded with a non-disclosure condition) and redacted audit/usage logs are public. Vendor contracts may not allow sale of Connecticut-collected plate data. This is not a ROW permit. Retention: On and after 1 October 2026, ALPR data held by a public agency or its vendor shall not be retained more than 21 days, or a shorter contract period, unless: (i) warrant/court order or court evidence-preservation rules; (ii) highway-usage-fee collection, delete within 30 days after collection; (iii) evidence in an active criminal investigation or prosecution, with documented supervisory approval and then delete on the packed case-disposition schedule; or (iv) traffic analytics (further analytics-retention text not fully packed from the PDF extract)..

Install process in this state
- This is a Connecticut state highway under Conn. Gen. Stat. § 13a-1, not Florida SHS. The Commissioner of Transportation / CTDOT is the highway owner.
- Public Act 26-14, § 13 is a use, retention, sharing, and confidentiality statute, not the ROW permit. On and after 1 October 2026, operation is limited to the packed public-agency and law-enforcement purposes. Immigration, lawful reproductive/gender-affirming care, and First Amendment monitoring are forbidden uses.
- Default retention is 21 days unless a packed exception applies. Plate data are not FOIA public records; camera locations generally are.
- Work in state highway right-of-way needs a CTDOT Encroachment Permit (PMT-1 application, PMT-2B permit) from the District Maintenance Director. CTDOT’s page does not list an ALPR permit type.
- New or renewed vendor contracts must forbid sale of Connecticut-collected plate data and must choose Connecticut law. Do not copy FDOT EOM 26-01, MnDOT OLPA, UDOT Special Use, or Johnson City, TN contract terms into Connecticut.
