- District of Columbia is not a state. Packed network is District public space and public rights of way, not a state highway system. DDOT: public space is all publicly owned property between the property lines on a street and includes the roadway, tree spaces, sidewalks, and alleys. Statutory definitions are in D.C. Code § 10-1141.01.

- District Department of Transportation (DDOT), Public Space Regulation Division. The Mayor may issue permits to occupy public rights of way, public space, and public structures (D.C. Code § 10-1141.03).
- Right-of-way Primary
- D.C. Code § 10-1141.01. “Public space” means all the publicly-owned property between the property lines on a street, park, or other public property as shown on District records, and includes any roadway, tree space, sidewalk, or parking between such property lines. “Public rights of way” means the surface, the air space above the surface (including air space immediately adjacent to a private structure located on public space or in a public right of way), and the area below the surface of any public street, bridge, tunnel, highway, lane, path, alley, sidewalk, or boulevard used pursuant to District law for public services. “Public structure” means all publicly-owned fixtures on the public space and in the public rights of way. Do not substitute Florida § 334.03(21).

- D.C. Code § 50-2443 — License plate recognition systems; usage and privacy. Within one year after the applicability date, the Mayor shall issue rules to: (1) ensure District agencies equipped with LPRS for enforcement of parking or moving violations use the same database; (2) maximize transmission of information that may assist in locating immobilization-eligible vehicles; (3) maintain reasonable security procedures and practices for LPRS information; and (4) implement a usage and privacy policy so collection, use, maintenance, sharing, and dissemination of LPRS information is consistent with individuals’ privacy and civil liberties. This section as retrieved is a rulemaking mandate for parking/moving-violation LPRS — not a general law-enforcement ALPR retention statute and not a numbered-day cap.
- ROW permit Primary
- Public Space Occupancy Permit (and related public-space construction permits) via TOPS. Who may apply: Users of District public space. D.C. Code § 10-1141.03(b): the Mayor may issue occupancy permits without regard to whether the permittee owns abutting property. Apply through DDOT’s Transportation Online Permitting System (TOPS).. The Mayor may revoke any permit issued pursuant to this subchapter at any time (§ 10-1141.03(c)). Prepaid charges for the revoked portion are refunded. On expiration or revocation the Mayor may require immediate removal and restoration at permittee expense (§ 10-1141.03(e)).. Named instrument is from DDOT’s own public-space page plus D.C. Code § 10-1141.03. No ALPR-named DDOT permit was found. This is not Florida GUP, not Minnesota OLPA, not Utah Special Use, and not a state DOT occupancy form.

- This is not Florida’s General Use Permit, not Minnesota’s OLPA, and not Utah’s ALPRS Special Use.
- Occupancy of public space, public rights of way, or public structures needs a DDOT public-space permit through TOPS (D.C. Code § 10-1141.03). The Mayor may revoke at any time.
- § 50-2443 is a Mayor-rules mandate for LPRS used to enforce parking or moving violations. It is not a ROW permit and is not packed as a general LE ALPR retention law.

Public Space Occupancy Permit file in TOPS
The Mayor may issue, and may revoke at any time, permits to occupy District public space, public rights of way, and public structures (D.C. Code § 10-1141.03). DDOT administers those as public-space permits through TOPS.
D.C. Code § 50-2443 directs the Mayor to issue LPRS usage and privacy rules for District agencies using LPRS to enforce parking or moving violations; it does not itself set a numbered data-retention period.
