Install process in this state

  1. Name the land: State Highway System / on-system ROW is TxDOT. City streets and county roads are off-system. Do not import Florida GUP, FAC 14-20.010, or FDOT EOM 26-01.
  2. TxDOT’s instrument for non-highway public facilities on TxDOT ROW — including law-enforcement functions — is a Multiple Use Agreement, Form 2044, coordinated with the Maintenance Division. Authority: 43 TAC § 11.21 as cited on the TxDOT MUA page.
  3. For license plate reader agreements only, the MUA package must include: DPS User Agreement, DPS Approval Letter, and Data Usage Supplemental Agreement.
  4. DPS will not issue the TxDOT-structure / TxDOT-easement approval letter unless the agency is contributing reads to the DPS LPR file, has a Hotlist MOU, has written ALPR deployment/use/retention policies, and states a detailed law-enforcement purpose for each camera on TxDOT infrastructure or in a TxDOT easement.
  5. TxDOT does not provide power. The MUA review asks whether the device is crashworthy or out of the clear zone, how it is powered, and whether it creates a sight-distance issue or resembles a traffic-control device.
  6. Utility Accommodation Rules are for public utilities. Do not treat UAR / RULIS as the LPR install path. Do not treat a city Flock contract as a TxDOT permit.
